Humboldt County is taking steps to regulate an unexpected form of trespassing—not by people, but by light.

A draft ordinance aimed at reducing “light trespass and light pollution” was discussed during a March 20 Planning Commission workshop, receiving initial feedback from officials and the public.

The proposed law seeks to “establish reasonable design standards for outdoor lighting” to curb light pollution while ensuring nighttime safety, functionality, security, and appreciation of the night sky. It applies to both residential and commercial properties, aiming to keep lighting contained within property boundaries and address community concerns about excessive or intrusive lighting.

County Planner Reanna Meighan defined light pollution as “any artificial light emitted into the atmosphere, directly or indirectly, that may disrupt natural cycles and hinder the observation of stars and planets.” She also noted its impact on the circadian rhythms of many organisms, including humans.

Key measures in the draft ordinance include mandating “fully shielded” lighting and encouraging the use of warm, yellow-toned bulbs.

During the public comment period, discussions focused on the technical aspects of regulating outdoor lighting.
